I think that is true. The neighbors won’t mind. However they must be penned up so they don’t get in your neighbors’ gardens. We have six acres, but our unpenned chickens always went across the road to the neighbor’s yard.
One year when we had several different types I came home one day and I saw the rooster, the duck, two quail, a pheasant and chickens all sitting on the neighbor’s porch. They had to climb steps to get there. We no longer have all these birds. And the chickens are penned.

True enough. As long as you don't a a rooster bellowing his lungs out at all hours of the day and night, most neighbors won't say anything if you have a few nice clean hens. Especially if you 'bribe' them with a few eggs from tme to time.
