How long have you been there? What city is it? Look up the ordinance at the county's website. They have to have it in writing.
You wouldn't think that L.A., CA would allow chickens, but there are grandfather clauses and other ways you can get to have them. There are special permits. If you show them, you can probably get a permit for a couple of hens. It's the same with rabbits and other animals not normally seen in the city. It also depends on how far from the neighbor's property line they are kept.
Believe me, there are so many ways around these ordinances, you wouldn't believe it. BUT, and it's a big but, you have to have the ordinance in front of you to see where the loop holes are. Every single law and ordinance has loop holes for the "special" folk.

Subject: [CHICKENS-101] Noooooooooooooo!!!! My city doesn't allow chickens. :-(
I was told that my city allowed residential backyard chickens. But when I called the city they said no, they've never allowed poultry in residential areas. <sigh> I am soooooooooooo bummed out. Of course you can't have a "big" operation of 25 chickens, but maybe they'd allow 4-5 hens? Nope. I went to a chicken workshop and the presenter said that sometimes a city clerk doesn't know so to ask others such as the county extension office. Called them and they said no. Called the feed store where I had been told that my city allowed chickens a couple years ago. They were mistaken. The city next door to me allows chickens but not mine.
I have a cousin who has chickens in her basement and her city doesn't allow poultry within city limits. That's probably not going to work for me.
It was suggested that I go to a council meeting and ask that the ordinance be changed. Waaaaaaaaa. I may do that but I doubt I can change anything for this season. <sigh> I really wanted some chickens. The eggs would be nice but I wanted them more as pets.
