You might try electric fence, a few feet out from the perimeter of your coop/pen.  Beekeepers use it around their hives for bear protection--a couple of strands, probably plain wire would be OK (you can also get plastic twine, tape, or rope with wires woven in, each progressively more expensive).  Chargers can be plug-in, hitched up to a battery, or solar--you can probably get away with a smaller one with the small length of wire you'd be using.  The beekeepers suggest actually baiting the wire with some bacon--that way the bear will contact it with his nose and get a good *zap*, which might not happen if he just brushes it with his fur.  (There's also poultry electric netting, but I haven't used that--quite a bit more expense than plain wire.)

Sounds like the appalling laws that have been forced on people out west--along with the wolves being introduced.  You can't shoot a stalking wolf to "protect" your livestock, it has to be in the act of attacking first.  Or grizzlies--there was a man recently who was charged with shooting and killing one, after it charged into his yard where his kids were playing, and broke into the pig pen which was beside the house--shot it once, but it returned where he shot it within feet of the house.  Our wonderful government at work... to destroy rural America...
