My nests are 18" above the floor with plenty of roosting at higher elevation. Yet, some still find it more attractive.
After trying different things, the solution was to close the nests (draping a curtain) in the evening and remove the cover after dark. It will take a few days and the chickens will be conditioned to roost properly.

You might try going in once it's dark and the chickens have "gone to bed," and simply remove the ones sleeping in the nest boxes, setting them up onto roosts. So far, it's worked for those of mine that thought they'd have "private rooms."
