When we moved into this house there were 7 skunks living under the deck—Mom/Pop and 5 kits. I called animal control and here in CA, it's the owner's responsibility to trap them. Animal control will sell you traps ($57 each) and the skunk will spray, even if the cage is covered, so they destroy the cages afterward. Animal control will come, collect the caged animals and euthanize them.
$57 x 7 = $399 and seemed pretty crazy. I didn't have any livestock at the time and the kits played with my kittens, so I left them. No one sprayed and we got dogs after they moved out for the season.. We boarded up the entry and they have never returned to live here - but they do visit - I could smell one the other night, and the dogs were going crazy barking. Luckily they were inside.
Funny, I keep a bottle of Skunk-Out here, always have, just in case. Well, last weekend there were seven dogs at a friend's place and all 7 got skunked. Oy, the smell was intense. Small skunk too. We washed the dogs in a quart or two of hydrogen peroxide mixed with a few Tablespoons of Dawn Dishwashing liquid, then mixed in dry Baking soda before rinsing well. There are a lot of solutions out there, but this worked and it was easy. We had tomato juice and vinegar on hand, just in case.

Can you call the health department and report them. I think I would be calling them daily! A health hazard AND an eyesore!
In the meantime, keep your area as clean as possible and maybe scatter some of those wild predator deterrents such as coyote urine.
