Have you tried raising the water trough? I found I had to keep inserting pieces of board and plywood (bricks, later) replacing for the waterer to sit on, as the chicks grew--keeping the waterer sort of at chest level. A few bits of bedding would still get in, but it made it high enough that they couldn't scratch bedding right in. They keep us on our toes, don't they?
By the way, I see my spelchek doesn't like "waterer"...
