Are there perches inside the coop? And is there enough perch space for everyone to roost at the same time? My guess would be that if your barred rock left the coop and went back to an outdoor perch, after you had put her inside, she felt instinctively safer on the outdoor perch--either there wasn't a place for her to perch, or the others were crowding her out. Some of them will use a nest box instead of a perch, but not all.
She'd be unlikely to go stand/sit under the heat lamp... They just don't feel safe on the ground at night.
We went down to -10F last night (might have been lower, but that's what it was when I thought to look this A.M.!) So I took pity on mine and turned on the heat lamp. All the insulating I've done has sure helped, though...
