I've been told that I can't use the litter directly on the garden

Since we all seem to have different cleaning habits, I don't know how fresh your shaving are.  If you have fairly fresh wood shavings, without the right balance of chicken poop, it will deplete the soil of nitrogen if you dig it in.  I saw an experiment where they mulched a garden with shavings and then dug holes and planted flowers.  There was a control where there was no fresh mulch and flowers were planted.  Where the uncomposted mulch fell in the planting hole, the flowers did poorly.  If there isn't too much fresh shavings, the flowers will recover when the mulch breaks down.  I would suggest to be on the safe side, so you don't have to worry about too much nitrogen from the chicken poop or from the fresh shavings depleting the nitrogen, that you compost it first.  Composting is like magic, how it evens everything out.
