I've also read articles on-line that say that and I wish I could be convinced that it was true. I have always fed scraps to my chickens to supplement their diet of layers' pellets, and I'm really sorry to have to stop. However, I spoke to the duty vet at DEFRA yesterday and she said she'd have to check it out. She later came back and said that the ban does indeed apply to home scraps fed to one's own chickens.
It is exceedingly annoying. It is clearly not enforced much and I'm sure most people are completely unaware of it. However, since I have this ridiculous problem with my neighbours, and they may end up persuading the council to come around to inspect my chickens, I have no choice but to abide by the law.
