Personally I believe it is on the cruel side but if it is done for protection of the bird or neighbors then it is helpful.  It does not hurt the bird unless you screw it up.  but remember the birds can always walk, my girls do no fly very much at all, they walk.  A fence is really the best thing to use.

Mary I would definitley clip. Not only to keep the neighbors cool but to keep the chickens in a protected area. I know what you mean by them begging to be let out.
