I'm pretty sure the ordinance of 1 chicken per acre is more about smell,
flies, noise etc. and the impact that chickens can have on neighbors.
However, 1 chicken per acre is ridiculous. All the lots on my street are 1
acre, and several of us have chickens, and although I can hear the neighbors'
chickens sometimes it is much less noisy than dogs or kids. And there would
have to be a LOT of chickens plus filthy conditions for smell and flies to
be an issue to neighbors.
One of the major attractions to the property I live on was the zoning and
lack of restrictive ordinances. You can do just about anything you want
here. It is the least restrictive zoning in the entire Tucson metro area.
Now, as long as none of my neighbors does something crazy, it's awesome to
have that freedom. :-)

1 acre of land can support a couple hundred chickens (if you wanna get
extreme), without any problems. more conservatively; a couple dozen hens, even
a couple roosters on 1 acre could be supported, no waste problem, & unless
your house is built directly next door to a neighbor; there should be no
issues over noise of anykind. 1 acre could pretty well be considered a small
"mini-farm."
