Yes, it would. Quinoia and buckwheat can be soaked in 100-ish degree water (or other flavored liquids) and end up OK.
The thing is most of us are not accustomed to eating really raw foods. It takes our system a while to get used to it. So eating out raw once in a while is pretty much guaranteed to make you not want to continue eating raw.
For the record, I am not a raw food person. I have known a few and dabbled a little. It isn't for me but I can understand why some people make the choice.
