The problem is, if the bird isn't trained for free flight it won't do well outside against a bird of prey.  All of my birds are fully flighted but they couldn't defend themselves outside against a bird of prey because, even though they are incredible fliers inside, flying outside is a completely different story.  Even flying outside in an aviary is different than learning and training to fly outside without a harness.  As Janet has mentioned, her birds are trained to do this and know how to handle themselves.  Yes, my birds and any parrot not trained to fly outside would be a sitting duck against a bird of prey, but there are a few people in the avian community who have done a great deal of training their parrots to learn to fly outside and this is exactly what they do best.
