If you really want to scare fowl, wave a empty black trash bag in the air over their heads.  Not that I do this.  It's mean, and I don't have the energy anyway.

 

My son tried this a couple of times when we had a bunch of geese.  The geese weren't always nice to us, so I didn't feel too bad when he tried this occasionally.

Judy knitted me a bright red and black "watch" cap (she calls them 'toboggans') the other day. I wore it out to the pen and the chickens scattered like a hawk was after them. I went into the Silkie pen and they all ran as fast as they could as far away as they could get, squawking all the time. I took the cap off and stuffed it in my pocket and they all settled down.
