My four Silkie roosters crow all the time. They talk to roosters at two of my neighbor's places about a quarter mile away.

I never hear any crowing out of the silky pen. I think the other boys are too boisterous to be able to notice their crowing if they dare.
I sold my dad one of my sweet young buff orp roos and he didn't start crowing until he'd been their a couple weeks. So far so good on him behaving though. I hope he continues his gentlemanly behavior, my little nephews like helping their grandpa gather eggs.
