I have built a small circle of folks that have fertile eggs so when I get a broody hen I call upon one of them for a dozen. Problem of course is 3 or 4 months later you will have a rooster to sell off or give away, or eat. You could also get chicks for broody hens. Depends on what you are looking for.
As for keeping roosters in "dark places". Doesn't work unless you have a container that they cannot lift their head to crow. I do know a fella that keeps a rooster in which he brings in at night, and lets him back out after the neighbors leave for work. And he generously bribes everyone with free eggs.
I'm lucky to live in the middle of nowhere next to a guy that keeps a couple dozen roosters, that love to start up at 3 am. So I can surely understand the ordinance.
