OK so here's what Peter thinks it maybe and what caused all the problem:
Generally speaking the Crop Bound situation can be caused by any combination of things. Eating Coarse Grasses, Oats,Wheat,to bedding materials to over medication.

The Protrusion from the cloaca is generally caused by the Body wanting to defecate and not being able to do so due to lack of material in the intestines. So the bird keeps pushing much as a Human might when experiencing Bowel Problems.

Once he is back to eating on his own he should begin to restore his weight and hopefully thrive once again. It will take time but he should recover.

If the Crop does not clear I will suggest something else to do.
