If they're flying over the fence you'd need to clip just one wing, not both.  It puts them off balance enough that they can't fly.  Of course you'd have to clip the wing again as the feathers grow out.  I've got a flock of 36 pulletts with one wing clipped and they cannot come any where close to being able to fly out of their 5' fence inclosure.
