Anti-freeze is anti-freeze - base is ethylene glycol which is "sweet" which is why cats & dogs will drink it.

 

The "Safer" anti-freezes have an additive that makes the anti-freeze taste bad and irritates the mucous linings of the mouth - hence the animal typically only sips a bit, is repulsed thus saving it's own life.

 

I think the addition of the "bad taste" is a State by State law thus one would need to check in his/her State.
