We feed ours alfalfa hay in the winter, along with their layer pellets (which is usually a base of alfalfa)  They love to pick through it and scratch and since there is little to no grass to scratch in the winter, it keeps them occupied, gives them exercise and keeps making those yolks nice and orange!

Do you have straw on the floor? If you can't get straw, hay is almost as good.  Plus they will nibble on whichever one you put down. That will help them a lot.  Maybe a second heat bulb rather than one 250.  I kept chickens many years in sub zero without heat source.  Main thing is to keep their feet off of the ground or floor so they do not freeze.  Plus try to block off the draft.  tarps, more plastic blankets whatever, that will  help too.
