So sorry to hear about your challanges. We live in a part of Colo that is known for its extreem cold - except this winter! In past winters when it stays below 0 for seveal weeks and -20 to -30 at night. We've put a small heater in the coop. We also (as others have suggested) put straw on the floor, and have even lined the walls with bails -- it doesn't give them much room to move around but does keep them warm. We also use a heated dog dish for water. If you have a hole in the top of the coop, maybe just some plastic sheeting of some sort would work to help keep them covered. The other thing we found helpful, was using wider boards for the roost. That way when they sit on their feet the feet are in the feathers.
Good luck this winter and we'll all be sending warm thoughts
Rita
