Last winter I used a ceramic base bulb holder and a 40 watt bulb. Set on floor, lower an 8x8x8 concrete block down over top and plastic waterer on top. It kept it from freezing down to 10 below or so. Doesn't get hot enough to melt waterer as it is still in use this summer.

Remember you can only use these with metal waterers.
The heater is made with a metal coffee can or ex-large food can (bulk food comes in huge cans). You need a ceramic light base (purchase at hardware store) an extension cord, tools to do the work.
He places the light base in the metal can attaching it to the bottom of the can after wiring the extension cord to the light fixture (cut the non-prong end off). He also cuts some small vent holes around the bottom edge of the can. We use a 70-100 watt regular light bulb as the "heater". The can is placed on paver stones, do not set directly on bedding. We have also found that the chimney blocks are the perfect fit for the can and the waterer goes on top and does not sit directly on the heater can.
I will try and post a picture of our set up later today. This has worked for us for over 12 years now. The light should be checked everyday to make sure the bulb has not burned out (light bulbs are much cheaper than they used to be,they don't last as long). As long as the light is on the water does not freeze.
