You might be surprised at the number of big cities that allow chickens - usually only 3 or 4 and no roosters.  San Francisco does, Burlington VT, Austin TX, Brooklyn NY, Jersey City and Newark NJ.  Generations ago when urban areas in the northeast were being populated by European immigrants it was common for families to raise a few chickens and/or rabbits.  I grew up in Jersey City and certainly as recently as 40 years ago it was very common for people to keep chickens and rabbits for food and eggs.
