You might want to offer some mashed potatoes he can stick his beak all the way in and suck up the food. My hens love leftover mashed potatoes, I don't cook the I get them from where I volunteer so I don't get them all the time. Give it a try or something like that maybe some cream of wheat? Or bread soaked and mashed in scrambled egg and milk. Make the bowl deep so there is enough to make the food a few inches deep.

If more than half of the beak is missing, I'd say it will be difficult for him to eat properly. Maybe keep an eye on him and see how he does. I'd weigh him now to get a base line and then weigh weekly to make sure he's keeping his weight. Also, check his keel every now and again for muscle mass.
