They're just not hungry enough. They're eating something else.
When they get hungry, they'll eat pellets, or anything else that's reasonable edible. They're birds, they eat a lot, and laying hens especially.
Or you might smell or taste the stuff. Is there something wrong with it?
It will pick up fumes from a number of things. They're not that stupid.
The other thing is that they need a lot of water. Have to replace all the water that went into that egg. They can't eat the dry food without lots of water to go with it.

You could try breaking them up with a hammer of spraying them with molasses.
