My coop is actually a bit small to keep them all in--so I do still allow them out in wet weather (they were even out during Sandy!) Of course, they can always run into the barn, tractor sheds, under the wheelchair ramp, or under the truck/horse trailer.
Can you set some boards, old doors, sheets of plywood, etc., up on bricks or cinder blocks? That would give the chickens a dry place to stand (if they want), out of the mud, but would allow air underneath to dry things out. I think you're right, the straw will tend to "hold" the moisture.
