Hi, what part of NEPA are you in? is it a development? I live in NEPA and on 1 1/3 acre I have about 20 hens and 3 roos, 4 adult ducks and just hatched 5 ducklings. How close are you neighbors? Mine free range and yes they have gone over to the neighbors, and the boys do crow at 5:30 but supplying the closest neighbors with eggs seems to fix the problem. As long as you keep them contained so they don't wander to the neighbors and dont keep a Roo, who is actually going to count how many chickens u have.
Also, which county are you in because inmost NEPA counties , unless you are in a development, there are no hard and fast "chicken" zoning rules.
I would check again.
As an after thought, a "trick" that worked for me when I lived in NY State in a residential area, I kept 4 chickens in my 30 x80 backyard, fully fenced. The ordinance said no poultry, I named all the chickens and told the town they were pets, and sited that if my neighbor could keep 3 large dogs as "pets" I could keep 4 5lb chickens.
No issue after that

Round up and keep them all. It's called chicken math! Before the zoning officer goes out, tell your doctor that you need Prozac or your chickens and that your chickens are therapy for you. You prefer your chickens over Prozac. When the zoning officer comes out, have 2 chickens outside, and the rest with dresses/outfits/ruffled aprons, and chicken diapers on; they're your therapy pets! LOL!
