Sorry but unless you are grounded in someway you don't complete the circuit and will  not be shocked. That is why they tell you to stay in your car if a power line goes down and is close or on the vehicle ... the tires prevent the ground circuit from being completed.  Also the fence will act as a ground .... the posts hit the ground and in many cases so does the fence ... circuit complete.  Hence when an animal climbs the fence and hits the hot wire ,,,zapppp :-)  But if a bird or squirrel just run or sit on the wire they are not shocked.

Well, when a predator touches the wire trying to get over the fence his feet aren't on the ground either but it shocks them good. I watched the neighbors cat scrambling over the fence and the wire was underneath is paw and on top of the wood fence and he let out some pretty good howls and couldn't wait to get off the fence. I have wondered a lot about this.
