Cath, I have tried to get info on this and came up blank. Everything says that you need to be grounded but I know the racoons can't stand on the ground and reach the top of the fence and they LIVE in my back acre and have never been in my back yard. The only predator I have had take a chicken was a feral cat and that was before I had wire on everything. Since I electrified all the fence inside and out I only saw that cat once on the fence and he booked and screamed as soon as he hit the wire. Somehow they must get shocked.
