In my opinion, which you all well know is wildly radical, Calif. Animal Control officers (known in my circles as Ca-ca officers) are of the devil.  Especially around Sacramento, where they have been known to kill (I won't describe the way) animals in front of the household members.  They have also actually ARRESTED the ANIMALS! 

So no, I don't see Calif. providing training for their Animal Control people.  They will, as in the past, just turn them loose with full power to act as they wish.

With a cursory reading of the bill, it appears that an animal control officer has the sole say-so on disposing of an animal.   If you have a limping horse or cow in a field, any peace officer or animal control officer can just arbitrarily decide to shoot it???  Who or what makes them an expert in animal welfare?  Is the State going to provide MANDATORY training in such matters?

Lots of questions.
