I agree fully. It will also make it illegal to kill any animal for any reason and does not exempt farmers or anyone growing their own food. If they come and get your animals you could pay $100 to 150 per animal plus $20 or more a day for boarding for 2 weeks or more even if you are found innocent. That is right, even if you are innocent, you still pay.
It also forbids selling at any location that is public. Breeders often meet at half way points to reduce the cost of either the buyer or seller or because of biosecurity concerns. That would be illegal.
There is another bill that gives California State Troopers the right to stop anyone hauling any agriculture products, timber or grease. That law was listed under copper theft and some thought it was meant for cattle rustling. If I were stealing cattle, they would be in enclosed vans or trailers of some type were they could not be seen.
