The Teflon starts off gassing at 446F, which is not very hot if you are frying. The biggest risk is if you forget the pan on the stove and you burn something in it.
It is a really ugly death for birds--choking and just suffocating as their lungs fill with fluid.
It is not only from frying pans. In this link below, there is reference to massive chick (chickens) death from heat-lamp light bulbs coated in Teflon.

I only use stainless steel. It isn't good for people, either.
Teflon is everywhere, though, even in clothing.
