They sure can, Ol' George.  Ducklings can drown too!  They don't get those oil glands working until they're about a month old.  Until then, they can drown.  In the wild, mama duck or goose uses her oil on their feathers to keep them from drowning. 

 

Last I checked, I don't have that oil gland.  LOL
