I don't feel sorry for the rooster, but I'd think it may give the hens a
break if they outnumber the rooster like that. However I can tell you I had
around 30 hens and one banty rooster for a while and I still ended up with
feather loss on my hens, he wasn't complaining about too many hens. I
re-homed him because as busy as he should have been taking care of the
hens, he found enough time to harrass me every time I went out to the
chicken yard, following me around and pecking at my hands as soon as they
were within reach,
