i asked my uncle about it and he is a cop. he said if it was sitting on top or by the trash cans on the side of the road he said its out for the trash. i called him about it because he has horses. i asked him if he could use it. its missing the stirrups and straps.

Maybe the saddle was stolen and was ditched along side the road so they would not get caught.  Or blew out of a truck whose door came open during traveling. Did you check with the county police? Cathryn
