Dog. Large. Preferably more than one. That barks a lot. And do not give the dog a bath. Maybe a short legged one that can't jump the fence.
Most dogs will shortly adjust and become very territorial about their home. If you can chase the deer off a few times, the dogs will understand that they are intruders and take care of that problem for you. Just the barking and chasing will work. It's what dogs do naturally, and they are good at it.
Electric fence works well too, but it needs to be high enough that the deer can't jump it easily, and hot enough to get their attention but not electrocute the neighbor's kids. I have read that 2 fences about 18 inches apart will discourage them also, they don't think they can clear the distance.

We are over run with deer chomping on the fruit trees, gardens, berries, and flowers. I count on my extra fruit, garden surplus, berries, and the crops I plant, for my chickens. These are city deer, not afraid of people, and are fed by neighbors.
