There are sprinklers that turn on when activated by motion. I'm not sure if that will work or not, but it might. I wish I had an answer for you. I know how frustrating that can be.

Most dogs will shortly adjust and become very territorial about their home.  If you can chase the deer off a few times, the dogs will understand that they are intruders and take care of that problem for you.  Just the barking and chasing will work.  It's what dogs do naturally, and they are good at it.
 
Electric fence works well too, but it needs to be high enough that the deer can't jump it easily, and hot enough to get their attention but not electrocute the neighbor's kids.  I have read that 2 fences about 18 inches apart will discourage them also, they don't think they can clear the distance.
