Historically, that's what people have done.
The "Indians" in the southwest suffered a drought like that and left their cliff houses.  The "Indians" in South America apparently suffered a collapse of their society also during a drought, and that's what finished off the grand Egyptian civilization as well as others in that end of the Mediterranean.
 
Yes, I like history.  But time after time, you see these grand cities and societies that disappear for no apparent reason, and eventually the archeologists start turning up evidence of some large natural disaster.  Long term drought is definitely one of them, along with floods and volcanos and such.
 
North central Africa, which is now desert, was once green and lush.  Apparently at least some of the people moved east into what is now the Nile area, and it grew into Egypt.
 
It kind of looks like those who moved sooner made out better.  They got the best land and a head start on developing the areas they migrated to. 
 
The other side of that is that a drought in one area usually means the water is going someplace else.  Watch the snowmelt, see what happens in the big Mississippi valley this spring.  We've had a lot of snow in the areas that feed that.
 
The weather reports we see are very limited, they usually do not cover the rest of the world.  We did not have any hurricanes this summer, but the coasts of Ireland and Great Britain have been having terrible storms, and further on into Europe there has been a lot of flooding.  
 
At least this year.  I live in NYS, and the weather is different every year.  I wouldn't bet on anything the weather might do in the next year.

I wish you could send some rain over here too! Everything is so dry and dead. We didn't even plant a garden last year because water was so scarce and so expensive. This year is looking to be worse.  We're actually thinking of leaving our beautiful place and moving north, or at least somewhere where there's more water. I'm dreading that, but I also dread seeing everything die.
If we are in 'end times', I sure wish they'd hurry up and end! Hee!
