We are in west texas. Our county has no animal control and people pretty much just do as they please. Which has some real advantages but some major draw backs as well.

What state are you in?
I too have rescued dogs.  Up to 7 of them.  One of them has only one eye -- call her Patch.  Another was puppy that I commented to the owner she was cute -- She handed the dog to me and ran.  She is named Rusty.  And she is a doll.  I found out later that young lady couldn't afford to feed Rusty. 
There are so many that you cannot save them all.  Wish I could.
