The problem with my nesting boxes was there was no perch in front of the boxes, so my husband added a board for the hens to jump on (perch on) so they could walk up and down the row of nesting boxes while deciding which one to go in. I've only had one egg on the floor since he put it up for me. So if your nesting boxes don't have a perch in front of the boxes, that might be your answer.

My cousin added golf balls to each of her nesting boxes, and that helped her hens decide where to lay their eggs.
