For safety's sake, I wouldn't suggest using straw. When it gets wet it gets moldy and can also harbor aspergillosis which is fatal to birds and also zoonotic...meaning humans can get it too.
I've read that straw often carries the asper spores but they don't become active until they get wet. Any kind of mold is a danger and any substrate that will decompose and gets wet, should be removed asap. When removing moldy substrates, a mask and gloves should be worn to protect yourself.
I've placed sand under stones in my wild duck pens and it works very well. The sand allows water to drain keeping mold from forming and it never has to be shoveled out and replaced. So, in the long run, it's cheaper and much less work ;)
