[CHICKENS-101] fail to feather

I'm new to raising chicks and have a flock of 25 assorted brown layers.  I have an 81/2 week old partridge rock chick who has YET to get feathers on "her" back. (I believe  "she" might be a cockerel with the huge feet, a prominent comb compared with the others, and iridescent  greenish wing feathers compared with the other pullets of her ilk who are duller in color and have feathers.)  Has anyone ever experienced a chicken who failed to feather?  Is this normal for cockerels to mature slower ("he" was also the "runt" of the 25, remarkably smaller than the others and kept the downy feathers the longest.  For a while there were no feathers around the vent at all....not a pretty chick!)  No crowing as of yet....
Thanks!
