Put a thermometer in there with them and check that it is correct for their age. They need to start out at 100 and can come down GRADUALLY as they grow and feather out. It's been a while since I did it so I would need to refresh my memory as to how many degrees how often. But if they are under a heat lamp they will huddle directly under it if it is not warm enough, too far away. And if it is too close they will form a ring around the comfort zone when they rest. There is just no way to shut them up without going dark but you'll soon get used to the noise.
