Did you have in mind starting baby chicks, or getting some older ones? It does make a difference. I'm in a similar climate to yours.
If chicks, start as soon as possible, like immediately! They need to be adults to handle hard winter, about 5 months old. You can get them started temporarily in a cardboard box if necessary.
Mine handle cold weather just fine, as long as they have protection and plenty of food and water. I have a wood henhouse for them, and just don't let them out when it starts getting bad, usually after Christmas, more or less.
