Oh, that's Giant Russian Hogweed. When it gets it's size, along about June and July, it will stop you while going right down the road. A bad case of "What is THAT???"
It gets real tall, eave of a house, higher. On top is the huge white blossom, looks sort of like Queen Anne's Lace except it's large dinner plate size or bigger, and absolutely flat. It really is striking, different from anything you may have ever seen. The leaves are very large too.
This plant has a nasty, sneaky trick. If you get the sap on your skin, it makes you very to extremely sun sensitive. Next day you will have a sunburn in that spot, and anyplace else it got rubbed on. People have had 3rd degree burns from this, really bad ones, wound up in the hospital, depending on what they were doing.
Just growing there, it's fine, except that it spreads, and is so big that it takes over. It especially likes damp or swampy ground, but will move uphill and spread.
Don't panic, just don't touch it!! And be sure to keep any kids away.
Call some ag. dept., police, troopers, 4H office, whatever you have, and tell them about it. NYS sends teams out to kill the stuff, but it still keeps turning up more places.

oh yes, it's hardy to at least zone 3

This is about a very toxic plant that can cause issues with people and animals.
