Those neat step-in plastic posts come with 3 clips built right in to hold the wire, and you "will" need the 3rd wire on top. Raccoons can and will check it out and jump. Other things also.
You also will likely need a weed whacker, you have to keep the grass down off the bottom wire or it shorts off to ground and doesn't work. Get a tester while you're at it, will tell you what's going it, if it's working. Easy to get fooled, especially if it rains.
