Bring her in ......... and take good care of her . If you have a seperate dry secure pen for her when the weather is good i would put her in it/seperate her .

Get a box put a water dish in it and a feed dish, and bring her into the house where she will be warm and safe. The temps in the North East are suppose to go to extreme lows like -20*. She will not last with any kind of low temp with no feathers. I doubt she is moulting it is more likely that she is picked on by the other chickens and they have pulled her feathers out, chickens do not usually moult this last in the year.
