The article state that some parts of Mexico still use it and Mexico makes it and exports DDT too.

In some areas of Latin America DDT is still being used and Mexico is part of it.

Yes, it is terrible and takes forever to get out of the Eco-system and conversely the food chain. It is terrible that for as long as the deadly effects were known, it took almost 30 years of fighting to get it banned in the US because it would hurt industry and would be bad for the economy.
