Guessing the "heating" element is a heat tape like the ones you wrap around pipes? They usually have some type of thermostats on them, I believe. Sounds like a good idea.

For what it's worth, I'm seeing a lot of discussion of winter water. My hubby came up with something pretty neat (well, he probably found it on the internet). He took a 5 gallon bucket and drilled holes in the bottom and installed nipples. Then he wound a heating element around the outside of the bucket. We put a splash of apple cider vinegar in there along with a gallon or two of water. So far, so good. He hung it up so their water stays clean, and we change it every other day so it doesn't get slimy. They went right after those nice shiny nipples, so we didn't have a learning curve, which was nice. I'll be anxious to see what happens when it gets really cold, but there is a thermosthat with a light and I can see that it's off on a nice sunny day, and goes on when it gets colder. It didn't cost much, and since we're at work all day, it saves us the worry about watering them in the afternoon. By the time we get home, they've already gone to bed for the night.
