Have you tried soap yet? Those little hotel-size bars work great if you're unwilling to give up regular size soap bars (which I definitely was!). Take them out of their wrappers, drill a hole through one end just big enough to run a hanging string through, and hang them from the tree branches and/or fencetops........with as pesky as your deer seem to be, I'd say no more than 6 ft apart max.
For over 2 years I didn't understand why my Snow Apple tree didn't seem to be developing into the filled-out tree it should be. Then that 3rd winter my dogs' barking alerted me to the reason - there was a deer "grazing" off all it's reachable branches. I knew what to do immediately - hang a bar of soap from at least one of it's remaining branches (and I did hang only one, small hotel-sized bar). The deer never touched the tree again after that - I'd even observed them skirting it by a good 6 ft or more when they'd walk by.

No need to be fussy if the soap is scented or not - doesn't seem to make a difference.

Yesterday I chased 3 deer out of the garden 3 different times during day light. Came home and they were back. They don't move, won't leave, just stand and watch me. When I started toward them walking, they stood their ground. I had to chase them growling to get them to leave. They came back, had to chase them out again growling.
Last night they were back. Chased them 2 more times with the truck, went back and there they were sitting in the grass under my cherry tree waiting for me to leave. I tried to run them over and almost made it to the one, I am so tired of them. Went back after husking a good 60+ jumbo ears of sweet corn, and there they were again. Chased them again with the truck, drove my truck right across the back of the garden then back around down the pasture right on their tails.
These deer eat the weeds we left around our garden plants searching for the garden plants. I am going to talk my husband into getting an electrical net or fence and put the thing on high. Hair, urines, sweaty shirts, bright objects hanging, ET...nothing works. These deer are too used to people.
I will be so glad for a rainy day so I can finish moving what they haven't killed to another chicken pen.
